Eltel Networks AS with other major Networks Companies established Estonian Wideband Infrastructure Network Foundation on the 11th of August 2009. Purpose of the Foundation is to build fiber optic cable network to every location in Estonia, which enables access to fast, up to 100 Mbit/s, wideband network for every home, company and institution in 2015. At the present Estonian home-user average internet speed is 1-2 Mbit/s.

"If we do not build new cable network, it could happen, that people living in rural areas could loose everyday services, like e-study, e-state, e-trading and even digital television. By using the new internet, one can work in home office. It means much better possibilities for people living in the rural areas ", says new Foundation chairman Olav Harjo.
Minister of Economic Affairs and Communications, Juhan Parts, who sat in Foundation creation, pointed out that the cable network building process will provide work for 400 employees in a year, in addition to the jobs the fast internet helps to create in the future.
Foundation will build fiber optic cable network so that every household will be closer than 1,5 km to the network. Foundation itself will not offer the net services, well-known net companies will do that.
The whole project costs 1,5 milliard EEK, which will be financed with the help of EU relief fund facilities.
